Simple plastic:



Make a new 400x400 document.
With transparent background.

For this example I'm using a medium blue shade and white.
But you can do this in which ever color you like.
Next go to
Filter > Render > Clouds.
Filter > Render > Difference Clouds.
Repeat (press ctrl + F) three times.

After that choose:
Filter > Artistic > Plastic wrap, use the default settings.
(Highlight strength: 15, Detail: 9, Smoothness: 7)
Now go to:
Filter > Distort > Spherize, use the default settings.
(Amount: 100%, Mode: Normal)
Last steps:
Filter > Distort > Wave, use following settings:



Extra 1:
Make a new layer, fill it with the same color you used for the plastic.
Sett the blending mode to color.

Extra 2:
Duplicate the layer (ctrl + J)
Change the color of it by pressing ctrl + U, make sure you press colorize.
Then change the layers blending mode to what ever you think look best.
